China’s fertility fell 44% after it lifted birth limits

China’s one-child policy was replaced by a universal two-child policy effective 1 January 2016. Two years later the total fertility rate stood at 1.795 births per woman, its highest reading since 2012. It then fell in every single year to 0.999 in 2023 — about 44% lower — before edging up to 1.013 in 2024. These are World Bank modelled estimates, and a sequence of events is not a cause.

What happened to China’s birth rate after the policy changed?

It went up, briefly, and then fell off a cliff. The rate was 1.670 in 2015, the last full year of the one-child policy. It rose to 1.772 in 2016 and 1.795 in 2017 — the highest reading in the series apart from 1.798 in 2012. From there it fell in every single year: 1.539, 1.496, 1.236, 1.117, 1.034, and 0.999 in 2023. It rose to 1.013 in 2024.

Was the one-child policy holding births down?

Across the fifteen years to 2015, entirely inside the one-child era, the rate did not fall — it rose from 1.628 to 1.670. Across the seven years after the limits were lifted it fell about 44%. That ordering is what the data shows. It is not proof that removing the limits caused anything, and this page does not claim it did. It does make “the policy was what suppressed births” hard to sustain.

Isn’t this just the pandemic?

No, and the dates rule it out. The rate had already fallen from 1.795 to 1.496 between 2017 and 2019 — about 17%, before any pandemic year. The steepest single drop is 2019 to 2020, so the pandemic clearly did contribute. But a chart starting in 2020 would attribute the whole decline to it and miss that the fall was two years old by then.

Is India below replacement fertility too?

Yes, since 2020. India’s rate crossed below 2.1 that year at 2.047 and reached 1.962 in 2024, down from 3.350 in 2000. The United States has been below 2.1 in every year since 2008 and stood at 1.627 in 2024. On these figures China is now the lowest of the three by a wide margin — 1.013 against the American 1.627.

What can’t this data tell you?

Why. A fertility rate is an outcome, and nothing in this series separates the contributions of housing costs, childcare, marriage rates, the sex ratio, urbanisation or policy. It also cannot tell you what happens next: a period measure like this one moves when couples delay births as well as when they forgo them, and delayed births can still arrive later.

Total fertility rate: the number of children a woman would bear if she survived her childbearing years and bore children at each age in line with prevailing age-specific rates. It is a synthetic period measure, not a count of births and not the completed family size of any real cohort. These are World Bank modelled estimates; the China figures were revised substantially after the 2020 census.

Common questions

What is China’s fertility rate now?

On World Bank figures, 1.013 births per woman in 2024, up marginally from 0.999 in 2023. Both are far below the roughly 2.1 conventionally quoted as replacement level, and 2023 is the only year in this series below one birth per woman.

Is 2.1 really the replacement rate?

It is a convention, not a constant. Roughly 2.1 births per woman keeps a population stable in a country with low child mortality — slightly above two because not every girl born survives to childbearing age. Where child mortality is higher, replacement is higher. No replacement line is stored in the CSV for that reason.

Where does this data come from and can I check it?

The World Bank’s total fertility rate series, indicator SP.DYN.TFRT.IN, pulled 2026-07-26 — one indicator and one estimation round for all three countries, which is what makes them comparable. The exact rows behind the chart are downloadable as CSV from this page. These are modelled estimates rather than birth registrations, and the World Bank revised its China figures substantially after the 2020 census.
